1. Research related to demand and supply of services of the Gynecologic Clinic in Central hospital Ljubljana. The aim of the undertaken study was to work up a basis for the preparation of investment documentation for the relocation of the Gynecological Clinic to the Šlajmerjeva location. With a relocation of the clinic, a rationalization and reorganization of Gynecology department services would be made possible, simultaneously freeing up much needed space in the main building of UCC Ljubljana, which could then be utilized for other important functions. This report will make it possible to produce a document of identification of investment project for the relocation. The research was performed within the framework of the existing organization of UCC Ljubljana and the general healthcare system in Slovenia, with use of data made available by UCC Ljubljana. The purpose of the study was coming up with an expert basis for further decision making in connection with the construction of an extension of tract G of building DTS and the reorganization of the work of the endoscope department. Because of growth and change in the structure of work, the introduction of new methods and organizational restructuring, a shortage of space and unsuitable organization has become apparent. The research was performed in the context of the existing organizational structure of UCC Ljubljana and healthcare in Slovenia, utilizing available data from KC Ljubljana. The research covers the following main areas: (a) the statistical analysis of past demand, (b) the forecast of future demand, (c) the inventory of places and the utilization of space, (d) the definition of possible alternatives of the investment.

Development of the information system and process model of the renewed emergency department of the university medical centre Ljubljana: (University Clinical Centre Ljubljana, 2007). The goal of the report is to present a strategic plan of information system development of the Emergency response department in Ljubljana. The concept of the information system is planned to suit the mission and vision of CC, to improve the level of patient service and, at the same time, also improve economic efficiency, through the effective use of information technology. The concept is divided into a few working procedures. The primary process in the concept is patient care management. Application of information system tools to this process improves the level of health service. The process, among others, envisions introduction of computer support for medication ordering and also image and results (diagnosis) transfer. Simultaneously with the primary process two supervision processes are in effect. They are responsible for tracking services rendered and waiting period record keeping. On one side they provide material and drugs consumption tracking and on the other side they introduce electronic signature and electronic ordering. Clinical decision support introduces electronic guidelines, care plans, identify variances from patient-specific and standard care plans, guidelines, and protocols and provide other important information. The analytical part of system, designed for management support, provides data about care results and quality identifiers.

  • In the year of 2008 OMEGA consult produced the Document of Identification of Investment Programme for the reconstruction of the Medical Faculty, University of Ljubljana with presentation of several detailed promising variants.
  • In the year of 2007 OMEGA consult prepared the detailed Investment Progamme and Pre-Investment Studies for the General Hospital of Murska Sobota.

Logistics congress: supply chain management in science and practice, Portorož 2018

Due to its size and geographical position, Slovenia is ideal for establishing complete and unique solutions in logistics. In the hope of providing greater contribution, the company OMEGA consult, has participated in the Aprils Congress in Portorož.

Given the fact that the interaction between individuals and companies has changed in recent years, attention has been focused on decentralization of professional relationships and data structures, which also causes changes and innovations in logistics. The main imperative of lecturers at the congress was to show how to upgrade and automate business services, and when and how to implement "block-chain" technology.

23 new crossing points for 48 million euros

The system of car parks P + R “Park and ride” in the Ljubljana region covers 27 parking lots P + R, four of which already operate in Ljubljana (Dolgi most, Stožice, Studenec and Ježica).
For each new crossing point, the company OMEGA Consult has developed a study, based on which municipalities can compete for EU funds and gain building licenses. The final goal of the project is the regulation of an integrated parking system P + R. This will keep a substantial amount of motor traffic on the outskirts of the city, meanwhile users will switch to bus, rail traffic or non-motorized traffic (bikes, paths on foot). This will increase the traffic flow in the region, reduce the burden on the environment and improve the quality of life.

And the financial investment? For 23 new parking lots (together with those which have already received funding from the previous financial perspective) it is estimated to be 48 million euros, from which 33 million would be obtained from European funds, while the rest would be funded by the municipalities. For the project to be eligible for EU co-financing, its net benefits for the society must be positive. With economic analysis and taking into account the assessment of external costs (air pollution, climate change and noise), we calculated that the project has a positive net worth of over two million euros.

In this case, the risk analysis showed a five percent probability that the economic net worth will be negative. Critical variables are a change in investment costs and a change in revenue. We also mention the four “bottlenecks” of the project: a longer construction period due to the long duration of obtaining licenses, the research for financial resources (municipal budgets do not allow 100% funding, therefore, it is necessary to obtain EU funds or other sources), occupancy of parking lots (lower occupancy means additional financial burdens for municipalities) and uncertainty about the future system management and the role of each project participants.

At OMEGA consult we studied and analyzed three management models, for the best it turned out to be a joint public company (we also examined the possibility that each municipality manages its P + R and a joint private company). Prior to the construction of P + R centers, the management model and operator of the P + R centers, should have been selected and designated.

The Portal of the Integrated Public Passenger Transport (the IPPT Portal) is available!

For the Ministry of Infrastructure, which is executing the project of the Integrated Public Passenger Transport, we have developed The Portal of the Integrated Public Passenger Transport (the IPPT portal). This portal provides to passengers the information and data on all interurban regular bus and train transport in Slovenia in one place.

The Portal of the Integrated Public Passenger Transport implements the Google Transit system, for which OMEGA consult has produced and prepared the data. The users of the IPPT portal can therefore plan their routes with public transport also to destinations in other countries, which are in the Google Transit.

Route planning with the Slovenian public passenger transport is also enabled on the website Google Maps.

Both portals, the IPPT and Google, are based on two information tools: the Uniform Infrastructure Database (tool EDaljinar) and the National Timetable, which were developed in OMEGA consult. In these two tools we maintain the data and ensure that it is up to date for the IPPT portal as well as for the Google.

Successful presentation at the Slovenian Congress on Roads and Transportation

We attended the 12th Slovenian Congress on Roads and Transportation, which took place on 22nd and 23rd of April 2015 in Portorož.

At the congress we presented 3 topics, addressing:

  • Financing the conservation and development of transport infrastructure

There are two basic issues. First, the new efficient motorway system is not yet fully completed, therefore new investments are planned. However, current tolls revenue is not sufficient to cover the regular maintenance costs and liabilities for loan repayments. Therefore, DARS has to either provide additional resources or reschedule existing debts. In both cases it is expected for all DARS liabilities to be covered by tolls on long-term.

On the other hand, main and regional roads (6.000 km) are facing rapid deterioration due

to insufficient regular investments in road maintenance and reconstruction, which has caused so -called internal debt to this infrastructure. It is estimated that in the next few years around 1.700 mio EUR will be needed to normalize our main and regional roads state. Additionally, it is necessary to provide funds for regular maintenance, basic source being the annual fee on the use of motor vehicles. However, this fee, even if fully utilized for main and regional roads, is not expected to be sufficient to ensure normal road condition.

  • Methodology and model for determining the route of transport of dangerous goods on roads

Transport accidents could affect the population either directly, as road corridors run through densely populated areas, or indirectly by polluting areas with drinking water sources or other areas with fragile ecosystems. Addressing the risks associated by transport of hazardous substances requires the analysis of basic elements of risk and related concepts such as danger, danger management, risk mitigation and risk management.

  • Dangerous spots on the National Road Network

For locations with a high accident rate the term »black spots« was used in the past. In the last years typical »black spots« have nearly disappeared from the Slovenian road network, and only a few of them exist today. Therefore for these locations the new term spots with a high accident rate is used nowadays. Spots with a high accident rate have been determined according to a methodology that enables identifying dangerous parts of road sections and intersections, e.g. the road parts with an accident rate higher than the average one when comparing them to other similar road parts in a three year time period. The methodology has over the years been repeatedly updated and upgraded.

 

Guidelines – Developing and Implementing a Sustainable Urban Mobility Plan

In 2017, the company OMEGA consult, has successfully developed and completed a Sustainable Urban Mobility Plan of the Municipality of Šempeter – Vrtojba. The main purpose and goal of this project is to overcome challenges in transport with equal treatment of all traffic participants (cyclists, pedestrians, drivers).

As the Municipality of Šempeter-Vrtojba is very small in size, but busy and densely populated, we have developed and integrated a new transport strategy which will redirect traffic flows so that they will be for inhabitants (vehicles, pedestrians and cyclists) less disturbing and much more safe and functional.

Due to the geographical characteristics and attractive environment, the Municipality of Šempeter-Vrtojba has great potential and opportunity for the development of daily hiking and cycling. In addition to this, there is also a great opportunity to utilize better the existing public passenger transport offer by upgrading it.

 

 

 

 

Apart from creating the conditions for integrated planning, regulation and traffic management, the basic strategic challenge is to create such an integrated transport arrangement that will reduce the need for the use of motor vehicles and, consequently, solve parking issues. Given that the Mobility plan will enable economic, social and economic development and better co-existence of companies and citizens, the public played a major role in it, as it was actively involved in the entire process of preparing the Strategy, through interviews, workshops and public debates.

The project did not only foresee a better utilized transport infrastructure, but also – through concrete proposals – predicted a better quality of life, by improving mobility and public access to work. Thus, Municipality’s improved public image would also enhance social networking.

OPCOST

OPCOST is a software for cost calculation of road users and for transport economic evaluation of road projects. Its databases are updated at least once a year.

USE OF THE SOFTWARE

The software is used as a tool for measuring price ratios between the investment in a road infrastructure project and user benefits as its consequence. With the calculation of economic indicators (net present value, internal rate of return) it enables classification of several road projects by investment costs and by change of direct user benefits because of the project implementation. In this way we can choose the most suitable option among several variants of the transportation project.

VALUATION BASIS

An investment project is preferred if discounted benefits exceed its discounted costs.

Benefits are defined in the software as the difference between user costs on existing infrastructure and after investments in the infrastructure has been made. In cost calculation, not only user costs are taken into account, but also traffic accidents and road maintenance costs.

Individual costs per unit are an integral part of the software and are updated at least once a year. These costs are the basis for all subsequent calculations.

SOFTWARE STRUCTURE

The software consists of several parts. The most important parts are the calculation of costs and the transport economic evaluation of a project. In addition, the software also provides the use of various reports.

In the subprogram for cost calculation, total costs are calculated on the basis of technical and traffic characteristics of road sections in the impact area of investment (road network).

The subprogram for transport economic evaluation allows the calculation of economic indicators on the basis of calculated benefits (as the difference between costs with or without investment), investment costs and discount rates.

Weather stations on Slovene roads

WINTER SERVICE

Winter road service is a number of activities necessary for winter road maintenance and for assuring normal road conditions and road safety in case of snow, glaze, frost etc.

INTELLIGENCE SYSTEM

The goal of the Slovene Roads Agency as the road management authority is to have an up-to-date, functional and efficient intelligence system providing real time information on weather and road conditions on specific road sections to interested end-users.

Weather data is split into two groups – data concerning air quality and data on road conditions due to the weather.

This information is useful for more efficient road maintenance with a higher quality of service and it is an important source of information also for other public services and interested public.

COMMUNICATION

OMEGA consult has placed 86 road and weather stations on chosen sections of the national road network and included them in the road and weather conditions intelligence system.

Collected data is transferred to end-users using modern information and communication technology.

Video surveillance

VIDEO SURVEILLANCE

Modern information technology enables the capture, transfer and communication of the relevant road, weather and traffic data in real time. Numerical data, combined with real time video provides a comprehensive surveillance and information system. OMEGA consult has placed over 100 video cameras on the national road network on behalf of the National Roads Agency, Sector for road infrastructure management and maintenance. Video surveillance system has been upgraded with weather tracking sensors in the last two years. The picture below shows the locations of currently placed video systems.

The real time video capture can be followed online on www.promet.si. It enables economic and current distribution of information to the public and is beneficial to all types of road users (automobile associations, radio stations, drivers, HGV drivers, road maintenance etc.)

Communication channels are crucial for an efficient and quick transfer of information.


Optical fibre communication cables would be the ideal transfer media for video signal but most of the national road network is not equipped with them. DSL connections also enable real time picture.

Alternatives like ISDN, GSM, and GRPS are used where optical fibres and ADSL aren't available, but due to lower band width for data transfer the video picture can in that case only be shown in 30 second intervals.
